I am a citizen of the United States of America, namely, Thomas D. Clark , Delted for Internet Use. I am sending this letter as a follow-up from a letter sent to the UN Center for Human Rights received on 10-13-97 verified by Registered letter R732372031 and signed Receipt received. (Copy of letter sent Enclosed). I stated a claim concerning human rights violations .... I stated that I was under surveillance from .... satellites and directed energy technologies such as lasers(acoustic, microwave, and infrared). I stated that I had received burns to my body and other radiation sickness symptoms. I also stated that I had exhausted all local and federal authorities in attempts to resolve the complaint. I enclosed a letter sent to the U.S. Department of Health. I have since then sent a second letter to the Department of Health as a citizens petition seeking legal help in accordance with U.S. Law (Administrative Procedure Act.) I have also sent a letter to the .... reconaisance satellites and directed energy technologies. I have enclosed a copy of the letter sent to the ..... and to the Department of Health. If I am unable to resolve the matter with ..., I have decided to .... I requested in my previous letter sent to the UN, that I was seeking recommendations for legal and medical services to help me resolve my claim. I was having problems in the USA in getting good medical attention and help to test and verify the radiation sickness. I may need to seek medical and legal services in Europe, preferably, the United Kingdom initially. I am also requesting a response to this letter in regards to whether your agency has presented my claim to a .. representative and whether you have received a response from the .. I would call your agency by phone but my spoken french is not good enough to speak by phone. If you could provide me with an english representative and phone number so that I may call to follow-up on this letter in the future, I would be very grateful.
