How to write a legal letter:

When writing a letter to the following agencies or person please take note
of the following recommendations: 

1. On the cover of the letter place a note under attn.: stating the grounds of
   the letter i.e.:

		United Nations												
		Attn.: UN First Option Protocol

2. You may want to certify the letter if it is in the US for about $1.30 to show
   that you sent the letter .
3. You should include within the first paragraph of the letter the grounds for the letter
4. In filing a complaint or an account of a circumstance you may want to include your 
   background (education,employment, personal stake in the circumstance, exposure to the
   legal system, and a signature with your birth date and date of mailing so that the 
   document may be uniquely filed and legally legitimate.)
5. Your statements in the letter should be truthful, honest, short, and direct. You may
   not want to volunteer to much information but just enough to get the point across.
   You may want to include dates and locations of the events described to make the claim
   more credible.
6. If you have a lawyer or legal consul you may want to consult with them before writing
   and sending a letter to an agency or person.

7. In describing a radiation exposure or surveillance exposure situation you should 
   include the dates and locations of the incidents if possible and the circumstances
   such as radiation symptoms, witnesses, and acoustic communications messages heard or
   perceived during the alleged surveillance.

   For example: 

	On July 17, 1997, I , Thomas Clark, discovered radiation burns on my eyes from
	satellite radiation or from a directed energy device in Ashland, Oregon 
	while camping in the mountains.  I also heard acoustic messages (microwave pulsed audiograms)
	broadcast near my person from satellites which stated that I was under surveillance.  
	I new that the burns came from a satellite since only my eyes were burnt and no other part of my face
        was affected..  I also discovered that I could block out some of the radiation
        by using shielding such as a stainless steel thermos with a vacuum in it. I  also
        had problems with various electronical devices such as a telephone, a computer 
        and TV which are receivers of radiation and can register the intensity of radiation.  
        I felt the radiation on my body as heat and noise that affected my senses and bodily
        functions. I had radiation sickness symptoms such as dizziness, nausea, blurred
	vision, buzzing noise in the ears,  coughs, sinus irritation, and burns on my skin.
        Some of my associates that were with me also had similar radiation sickness symptoms.
        I went to the local police station and showed the officers my radiation burns and 
        filed a report with an officer on July 17,1997. I stated that I believed that I
        was under illegal  surveillance and had received burns from the radiation
        from KH-12 satellites or similar satellites.  I then visited my local  doctor to
        look at the burns, on July 17,1997.  Later I called the local health
        department for recommendations for treatment and testing and they  notified
	me that such services were not available.
