5. Sources of illegal nonionized radiation, emf weapons, directed energy, and mind control attacks:
International organizations (corporations, secret societies, & other nation states) and organized
criminal organizations may be responsible for mind control, emf weapon & directed energy radiation attacks, and nonconsensual radiation
experimentations on U.S. and world citizens. National governments would not likely have any illegal radiation experimentation programs targeted
on their own citizens, although they may experiment on other nation's citizens due to loop holes in international treaties. From documents obtained
form the U.S. government,it can be shown that the U.S. government does not have any official programs in existence to perform radiation experiments on U.S. citizens
without their informed consent. Even Black Operations have to give informed consent to U.S. citizens in radiation experimentation programs. Although there may be
loop holes in U.S. government policies (Department of Health & Science & Technology Policies) which conflict with U.S. code; and further, these loop holes may permit
experimentation on U.S. citizens without there consent, there is presently no evidence of any such programs in existence. It seems likely, that world governments or
nation states would simply unofficially contract out international organizations or organized criminal organizations to perform illegal radiation research
or harassment on their own citizens or other nation states. Official government, international, and private organizations could be set up to officially monitor and enforce
