I am a Michigan resident, namely, Thomas Daniel Clark, residing at 7208 Creekside Dr., Lansing, Michigan, 48917 with social security number deleted for internet post. I spoke with the Lansing Police on 09/02/05 and the police officer recommended that I contact the Attorney General about a crime that I allege is occurring in Michigan targeting myself, my family, and many other Michigan residents but which the local police do not have the technologies yet to test for and investigate, and which is very difficult and dangerous to prove and collect evidence. During 2004 laws were updated and enacted in Michigan, namely, Michigan Penal Code Act 328 of 1931 was updated in section 750.200i and section 750.200h to protect Michigan citizens from emf, radiation, sound and electronic harassment attacks that are intended to frighten, terrorize, intimidate, threaten, harass, injure, or kill. I am alleging that myself, my family, and other Michigan residents have been targeted, terrorized, frightened, and threatened by energy beam weapon technologies that use infra sound, emfs, radiation and neutrino longitudinal scalar waves. During 2004, I received information from phone calls, and emails sent to me by persons claiming to be former government agents such as from the FBI, who claimed to have quit their jobs with the US government, and were helping Michigan residents file cases against the US government and US military for targeting Michigan residents with energy beam weapon technologies.

I sent this letter to your office to inform you of these matters to protect myself, my family, and other Michigan residents from the above alleged beam weapons crimes. If the State of Michigan is informed that myself, my family and other Michigan residents are being targeted by beam weapons, then the State Of Michigan may ask the US Federal Government if they are targeting Michigan Residents, and if so ask the US Federal Government to stop doing so.

I also received information from persons claiming to be police officers on the internet that claimed that the US government was using the patriot act and other secret governmental court orders as an excuse to target persons with beam weapons for any reason that they may desire that may or may not be a national security concern. But is it seems to me that since Michigan has enacted laws that prevent anyone including the Federal Government from targeting Michigan citizens with beam weapons, then the state laws being local override the Federal Patriot Act laws, and that therefore the US Federal government can not use the Patriot act or any other Federal law or secret order as a legal justification to target Michigan residents with beam weapons that violate our state laws.

I also found a means and filed a case in US Federal Court, Civil Case No: 1-02-CV-782, based on the Administrative Procedure Act (APA) - U.S. Code Title 5 sub chapter 2 & sub chapter 7 section 702 - Judicial Review and Administrative Action and Freedom of Information Act laws, which allowed me to file a complaint with government agencies such as the CIA and NSA and US government to ask them if they were targeting my person with beam weapons or any other type of advanced technology and to ask them to stop doing so if they were. The preceding case went to the supreme court, since the lower courts ruled that they do not look at constitutional issues and the lower courts also some how ignored to comment on the Administrative Procedure act request. The supreme court decided not to look at the preceding case. I also sent complaint letters to the CIA and NSA about the above circumstances. The CIA responded with a letter stating that I should get a lawyer. I have contacted some lawyers, and in many cases beam weapons are used to threaten the lawyers.

In addition to the above, I was concerned that the State of Michigan be aware of my claim that beam weapons are being used to stage events on a daily basis and to control persons around me daily since my birth in Lansing Michigan in 1962. Beam weapons technologies used by the CIA, NSA, and US government can travel back in time to target persons, and control and stage events back in time. I received information from persons on the Internet who claimed that I was being targeted by the US government due to having a high I.Q. and having royalist ancestry related to Jesus Christ and many other royal lines associated with potential biblical prophesies. I hired an official ancestry researcher to discover that some of my ancestors had Scottish and English royalist ancestry and that I may be related to Jesus Christ. I sent a letter to the Prime Minister of the UK, namely, Tony Blair, to inform him of these above matters and he very kindly responded, and stated that he did not have the power to help me. I found out later that private companies were set up in Australia which were used to control all of the European and United Kingdom governments and militaries with mind control and beam weapons technologies, so that the Prime Minister of the UK may not have the power to prevent those companies from controlling his government. I later found out that the Texas Maffia and Shadow Governmental organizations work with Australia to control the US government with beam weapons technologies. I read presidential papers on the Internet commissioned by Rockefeller, that stated that the US Government and Military were working with the Maffia and other bad elements, and that the US government was going broke trying to cover up its secret shadow government that could no longer be controlled by the President.

To continue with my description above of beam weapons attacks, I also claim that person's in residences that I pass by are being forced into the streets with their dogs by beam weapons and the dogs are often exited by the beam weapons to attempt to bite and bark, to both terrorize and intimidate myself and other persons nearby me, and this has been occurring on a daily basis since 1994. Beam weapons and energy holograms are also being projected around and into my body to perform genetic tests, change gene attributes such as hair and eye color, and body and facial form, to create heat and pressure stress, and to create a virtual reality around my body which replaces my feelings and emotions with virtual reality ones so as to posses and control parts of my body remotely and virtually. Scalar and infra sound subliminal messages are beamed at my person and those around me to control the content of conversations and other media that I encounter.

Beam weapons are used by those targeting me to control the weather by creating hot and cold pockets used to move clouds and create lightening to stage weather events such as thunder storms to knock out power in buildings. For example I was buying groceries at the Kroger store in the Frandor Shopping Center recently, and a thunderstorm occurred only in that area which knocked out the power there, and I can give many other examples of weather control being used around me.

Preceding 1994, persons were forced by beam weapons to stage events and stalk me at athletic clubs, and I at that time not knowing of the surveillance and beam weapons being used, sent letters to the persons stalking me, which resulted in a case being filed in court. Beam weapons were used to deny me a fair trial in the courts, and to prevent lawyers from representing me, so that I was forced to plea bargain. These preceding events were set up and staged by beam weapons to discredit my reputation.

I was diagnosed as having a temporal lobe seizure condition in 1985, which presently I allege was and is caused by beam weapons attacks. Fortunately I found highly specialized doctors in 1985 such as Dr. Cruz and Dr. Henry Barry at MSU to diagnose my temporal lobe seizure condition but later around 2001 some doctors of general practice were forced by beam weapons to ignore my temporal lobe seizure condition and replace it with a psychotic condition diagnosis as a means to discredit me but I proved later in probate court that I had a temporal lobe seizure condition. Presently, I see Dr. Henry Barry at MSU for a temporal lobe seizure condition. As for my professional credentials I have a B.S. in Computer Science and a B.A. in Linguistics from Michigan State University. Presently, I manage several company trusts, and am a professional writer and poet.

If the US government, NSA and CIA are targeting my person based on national security reasons, to stage events such as dog stalking, and thunderstorms, then this seems to be an extreme abuse and misuse of power. The above events and crimes that I claim are occurring targeting myself and others in Michigan, are very dangerous, and consequently I have informed your office and the State of Michigan of these claims. I am attempting to relocate to an isolated residence in Montana to avoid some of the above circumstances but this may not occur until April of 2006. I am also looking for a private investigator who can help me stop the above beam weapons attacks.

Much like the Tony Blair, the Prime Minister of the UK, your office and the State of Michigan may not be able to do much about the above circumstances that I allege. Nonetheless, I appreciate your attention to these matters. If you, your office, and the State of Michigan are able to contact Federal Agencies and inquire into who may be targeting my person, family, and other persons in Michigan with beam weapons and ask if they could stop doing so, I would be grateful.
